Our submission focused on the statutory complaints process. We highlighted how it is often characterised by delay, confusion and lack of clarity, with some cases taking years from start to finish. This undermines the rights of children, particularly care-experienced young people and families already facing disadvantage.
At its best, the complaints procedure is powerful and effective, providing meaningful remedies and holding services to account. But too often it is bureaucratic, inaccessible and inconsistent, with missed opportunities for system-wide learning.
We also drew on our national FOI and research work, which confirmed what we see every day: significant variation in practice, long delays, and a lack of national collation of themes and trends.
